Set F'(x)=0 and solve for x, we get 2x-1=0 ==> x=1/2

At x=1/2 ==> F(x) changes sign from negative to positive ==> F(x) has local minimum (and absolute minimum) at x=1/2

F(1/2)=4

Therefore

F(x) has local minimum at (1/2,4)
