This is a positive clamping circuit. It inserts a positive DC component to the original signal.
The diode doesn't allow any current to ground. Hence the capacitor gets charged to dc value of Vpeak. The input signal is superimposed on Vin. So the output signal varies from 0V to 2Vpeak.

The average DC value will be 10√2 =14V.

Tip: When sketching the waveform, neglect the first cycle. This happened because the capacitor was initially discharged.
