finding shear stress in a hollow cylinder

Course Textbook Chapter Problem Needs by
Mechanics of Materials Mechanics of Materials (4th) by Beer, Johnston, DeWolf 8 39P 11/5/2009 at 7:00:00 PM
Question Details:
question 8.39, part b)
total shear stress at point b is: τ = Tc/J + VQ/IT       
I think this is right but i cant get correct numbers for the second equation there. What do I use for numbers in Q? (Ay of what?)
Am i missing anything else when looking for total shear in this question?
