   First equation for angular motion is
   ω   =   ω0   +   α * t
   ω   =   final angular speed   =   5.2   rad/s,   ω0   =   initial angular speed   =   0,  
    α   =   angular acceleration   =   4.00 rad/s2
   =>   5.2   =   0   +   4.0 * t
   time   t   =   5.2 / 4.0   =   1.30   s
